E-VERIFY CONTRACTOR RULE DELAYED AGAIN



From reading these updates you know, of course, that last year then-President George Bush signed an executive order requiring that procurement federal contractors must use the federal E-Verify system when staffing work for new contracts.  However, implementation of the new requirement has been delayed several times.

The federal procurement contractor deadline requiring that contractors begin to use the E-Verify employment verification system has been postponed again to September 8, 2009.  The House is now considering the Employee Verification Amendment Act of 2009 (H.R. 2679), which would extend E-Verify through September of 2014 and require the General Accounting Office (GAO) to study ways to improve its accuracy.

Eccles Living Learning Center Dedicated at SUU



The community joined students, faculty and staff of Southern Utah University for the dedication of the campus' newest building‒the Eccles Living Learning Center‒a premier state-of-the-art college residence.
The Dedication of the Eccles Living Learning Center took place Friday, September 24, with tours, entertainment and refreshments.
A state-of-the-art college residential facility, the Eccles Living Learning Center consists of three buildings of 50 suites, for a total of 300 beds. The Center holds its own post office, computer lab, conference area and recreational game room. Tutoring programs, workshops, as well as social activities will be regularly scheduled by the professional, residential staff, (who are students themselves), to offer a full living and learning residence.
National studies have shown over the years that students living in on-campus housing units have better success rates in their educational pursuits, including higher grade point averages and completed degrees. With an emphasis on recruiting and retention at SUU, it is important to note that students who are having better success in school are more likely to stay in school and continue toward their educational goals.
Also, the parents of non-resident students often prefer to have their students living in an on-campus facility that offers more student-activity programming, better access to faculty and academic programming, and a higher level of safety and supervision.
The new Eccles Center will provide for unequaled security measures, providing a great piece of mind for the residents. The entrances to all of the doors will be equipped with electronic card reader locks like those found in many hotels. This feature will make it easy to see who has accessed every door at any time of the day or night. It also makes it quite easy to replace lost keys.
The economic benefits of the Living Learning Center on campus will seep throughout the community. Landlords will feel the benefits of this new facility and the new standard for rates it will set. Also, the early trends in resident interest are promising, hinting, too, that student enrollment may be up more than the additional 300 beds in the Eccles facility‒additional students who will be seeking a place to live, as well as places to dine and shop.
Patrons were already enjoying the luxurious new housing this summer even before the facility was complete. Summer school students and campus visitors funneled in and out of the Living Learning Center throughout the summer for various events and conferences.

Recently on KCSG Television Anchor person Tamara Lee did a feature story on generation Y or as some may call them the “Echo Boomers.” These are the children of the Baby Boomers and they are one of the most studied generations in history. The oldest are barely out of college and the youngest are still in grade school. They already make up nearly one-third of the population, and they spend one-hundred seventy billion dollars a year of their own and their parents' money.
Here's a thought for you; Toyota launched a whole new line of cars directed to generation Y. The Scion is an economy car designed for the young consumer who wants to make a statement. The price of the car is appealing to college students and to parents.
The interesting part is not the car itself but all the available options. Each car is basically a canvas for creating a one-of-a-kind work of art. Some generation Y customers spend nearly as much on the options as they do for the car itself. So you may be asking yourself why this is important information?
Echo boomers don't think or live like their parents did at their age. These young people are the first generation to grow up with computers, cell phones, text messaging and hundreds of television and radio stations. It's the on-demand generation and they're not waiting for anyone to catch up.
Many of these youth don't read a newspaper or buy CD's, some don't listen to a favorite radio station and many don't live what most adults would call a traditional lifestyle.
According to Tamara Lee and Toyota we truly are in a “brave new world.” As you think about branding and advertising your business you may want to consider how the echo boomers fit into your plan. If things like brand equity and consumer loyalty mean anything to you then I suggest rethinking the question “does my marketing plan make sense and Y?”

Pregnancy Claims Up or Down?



The United States Equal Employment Opportunity Commission  reports that employment discrimination claims based on pregnancy have increased significantly from 1992 to 2007.  Pregnancy claims increased  sixty-five percent during the last fifteen years and hit a record high in 2007.

The Equal Employment Opportunity Commission (EEOC) has voted to amend its regulations to include a list of physical and mental impairments which are presumed to be disabilities protected by the Americans with Disabilities Act (ADA).  The ADA requires the determination of whether someone is disabled to be made on a case-by-case basis, so this list would not be definitive.  However, as you can imagine, it would carry a lot of weight.

The Federal Equal Employment Opportunity Commission (EEOC) has proposed a new rule that would redefine an important defense to certain age discrimination claims.  The defense at issue applies to what are called “disparate impact” claims, or claims that certain employer actions have an adverse impact on older workers.

HURRICANE - Elim Valley recently celebrated the ground breaking for the long delayed master planned community in Hurricane, just off state SR 9 on the road to Sand Hollow Reservoir.

The Utah Senate has passed S.B. 67, a bill that would require employers, businesses, and private property owners to allow a concealed weapon on their property, such as a parking lot, as long as the weapon is secured in the car of an employee or visitor.

Utah employers may be having trouble finding workers because of the state's low unemployment rate, but that's not swaying their intention to hire, reports the Deseret Morning News.

Enrollment Continues To Rise At SUU

The growth of Southern Utah University continues this fall, despite the fact that there was no growth in the number of Utah high school graduates this past summer. SUU's student body has grown by another 187 students, after leading the state in growth this same time last year. This increase takes SUU's enrollment to 6,859, another all-time record student body for the 108-year-old school.

ST. GEORGE ‒ Enrollment at Dixie State College has fallen in each of the past three years, and that trend has DSC and Utah higher education officials concerned.

Richard Kendell, Utah commissioner of higher education and a part time resident of Washington County, says up to half of all incoming DSC freshmen drop out or postpone their education after one year of school.

Throughout 2003, the primary (not exclusive) focus on this Column, called “Exit Strategies”, was when and how to disengage one's self from a solely owned business with some residual evidence that it was a good idea to have gotten in. Obviously, before anyone can “exit”, he or she must first “enter” the world of business ownership. The next few issues will deal with “when, where, why and how” to get into your own business. Hence the new column under the heading: “In & Out Business Strategies”.
An old Southern expression about social charm is now applied to almost any setting when timing is involved. Southerners sometimes say “a lady knows when and how to make a grand entrance. She always knows when to leave”. So it is with business. Nothing is forever amongst mortals. Everything here has a beginning and an end. If one understands that, business is far less complicated. The important thing here is to plan in advance for both events and constantly prepare for them. Restated; do it on your own terms rather than let unplanned for circumstances dictate the terms for you.
When is the best time to enter the business world as and “Owner”? There are the obvious start up costs, operating capital and market questions. Equally important are the questions about you, the prospective business owner. The truth is; business ownership is always risky and can be very stressful. The real question is, do you “so wish to catch that fish that you manage to stand the pain”? Apart from the money issues, are you ready! If the answer is “yes, yes, yes”, it's time to move on to the more obvious questions, such as where and how. How and where to make your grand entrance will be my focus in the next issue of Main$treet Journal.

Ergonomics for the New Year - 2006
“Listen to Your Mother”


When establishing New Year's resolutions we often make goals that will improve our health and appearance, but very few of us think about how we can improve our health while working. This year take a few moments to review some important ergonomic points that could reduce or prevent workplace injuries.
Listen to your mother: posture does matter. Keep ears, shoulders, and hips aligned, maintaining the back's natural curves with your shoulders relaxed. Also keep elbows close to your body, forearms parallel to the floor, wrists straight, and knees even with or slightly lower than your hips, creating a 90 degree or 110 degree angle.
Review your chair adjustments. Your chair should be adjustable to promote good posture. Comfort and free movement are essential. An ergonomically correct chair can help prevent back and neck pain, circulation problems and fatigue. An ergonomically correct chair can also assist in having the correct wrist posture when using a keyboard, which can reduce the risk for disorders such as carpal tunnel syndrome. Make sure that your chair supports your body in a safe and comfortable position. When evaluating your chair, adjust the height so your forearms and thighs are parallel to the floor. Also make sure your lower back is fully supported (use a backrest, thin pillow, or rolled-up towel, if necessary). Have at least one to two inches between the seat of the chair and the back of your knees with your feet resting comfortably on the floor or on a footrest (A phone book or a binder will work if necessary).
Evaluate your work area in general. Avoid reaching, straining and twisting by positioning your monitor, keyboard, mouse, and other workstation tools correctly. Place your copy stand at the same height and distance as the screen. The top of the screen should be at or slightly below eye level and an arm's length from eyes (approx. 18 inches). Obtain a wrist rest, if necessary, to support your wrists and keep them straight (don't rest your wrists while typing). Keep objects you use frequently (such as the phone or dictionary) within easy reach, and if you are on the phone frequently, use a headset to avoid neck strains.
Look at your lighting. Insufficient lighting, glare from your computer screen, and excessive lighting can contribute to eye strain, neck strain, and headaches. For the best lighting, keep task lamps aimed toward the document and away from the screen, block light from outside windows with blinds, or place the screen at a right angle to the window, also remember to keep your screen free of smudges and dust.
Get up and move. Sitting in the same position all day can restrict your circulation and cramp your muscles. To get your blood moving and relieve muscle tension, alternate your work routine with other tasks. Take short breaks to stretch. Make the following part of your daily routine: get up from your desk periodically and walk around, slightly raise or lower the height of your chair on a regular basis and every hour or so, take a few seconds to: shrug your shoulders, shake your arms, stretch your legs and back, rotate your ankles and wrists, and close your eyes.

Erin Kimball Foundation Hires New Executive Director


Sue Kimball, Founder, Erin Kimball Memorial Foundation, a non-profit organization that provides transitional housing and life empowerment support to families fleeing domestic violence, announced recently that St. George resident, Greg Loebel has been hired as the Foundation's new Executive Director. Greg began his new position in July this year.
His past experience in the human services field includes work as a case manager and family advocate. In this capacity he collaborated with public and private mental health providers, local school districts, and various community agencies to enhance services for families with children struggling with severe emotional disturbances. He has worked to increase support systems for families who are at risk of losing shelter, services, and having their children placed out of the home.
In addition, Loebel is an adjunct professor for Dixie State College of Utah, where he instructs a course in domestic violence and sexual assault prevention.
Loebel has been a resident of St. George for the past six years and in that time has been involved in local public service. He has performed a great deal of victim advocate related volunteer work, and is currently privileged to serve as Chairman of both the Washington County Domestic Violence & Sexual Assault Coalition, and of the Utah 5th Judicial District Victim Rights Committee. Greg works tirelessly to collaborate with state and local agencies to identify service gaps and to facilitate crime victim service trainings for professionals and paraprofessionals.
Loebel is an experienced speaker, conference presenter and workshop instructor. He has presented for a number of venues, including local high schools, non-profit programs, public agencies, business organizations, and LDS Church programs.

Expect 2009 Pay Raises to be Flat
Survey says average raise to be 3.5 percent

U.S. companies likely will keep pay raises steady in 2009, according to a survey by Washington consulting firm Watson Wyatt.

The survey, which will be published later this year, shows U.S. employers plan to give workers merit increases that will average 3.5 percent in 2009. That's the same average percentage increase given in 2008 and just slightly lower than the 3.6 percent average increase in 2007.

Expectations?!
Better Attitudes in the Workplace


Expectations! What right do we have to possess expectations of others? One person recently called in to my Radio Talk Show and claimed that if there are no expectations placed on employees, children, and spouses nothing would ever get done.
I recently was on the receiving end of a mother's tirade as she stated that she must be able to expect her oldest son to clean his room. At the high point of her loud and confident remarks I recalled an axiom to live by stated by an old college professor; “expectations are failures waiting to happen”.
So what is the truth? Are expectations a necessity of getting things done or are they a form of covert control and a detriment to relationships? Should we have clearly stated expectations? Should we lose all expectations and rely only on ourselves? Or is there another way to see this age old problem of human relationships?
First let's look at how we use expectations in our daily lives. I can expect you to do your job. I can expect my kid to clean his room. I can even expect my wife to not have an extramarital affair. But are any of these expectations really going to serve me as I go through my own daily job descriptions? Let's find out.
These expectations, while not really assisting me with my tasks, do serve to put on hold my happiness until my kid cleans his room, or until the perfect employee comes along and has the same “mind” I do about their job description, I even have to wait until I decide I can trust my wife to not cheat on me so I can relax and enjoy my marriage.
Is this waiting and assessing others really the way I wish to spend my time? In an expectation filled world we live in a manufactured reality that we can only hope to manage. I suggest that we all take a deep breath and stop controlling others with our expectations.
The solution to unhealthy expectations and control freakishness is found in the “stewardship model” of communication. With this model we have four rules: Be clear about what is needed between you. Second, demonstrate how this stewardship meets the needs and purposes of the person being asked to participate. Third, gain a solid commitment from the person you are creating this stewardship with. Lastly, set up a clear return and report to assess completion and set standards for the future. Once these four steps are in place leave the other person alone to do what they agreed. Stop micro managing their routes to completion and start focusing on what you have agreed to do.
In a “no expectation” world you create a more trusting and free environment for relationships to flourish in. You literally find out that people will come through correctly. I can give clear stewardship to my employees or my son and then move on with my obligations. I can state my needs clearly to my wife and foster a trusting intimate relationship without strings attached and trust her loyalty. The only correct expectation possible is the expectation I have that I will respond correctly to whatever it is you do. When you believe this you will have more time, enjoy real time relationships, and well, be a lot happier, too.

Expo to Bring Thousands of Sportsmen, Outdoor Gear Vendors to Dixie Center


For the first time in nearly 10 years Southern Utah will host a show for sportsmen when the Sneekee Outdoors Expo comes to the Dixie Center July 16-18.
Organizers expect hunters, sport shooters, anglers, off-roaders, campers, boaters, and others to pack the only expo between Salt Lake City and Los Angeles that caters to outdoor enthusiasts.
“We'll should have over 10,000 sportsmen and women in the Dixie Center over three days,” said expo organizer Heath Burchinal of Sneekee Inc. “There's not a outdoor show like this anywhere close to southern Utah, not even in Las Vegas. We're going to pull people from all over the region.”
The expo will draw those crowds to view massive trophy displays from MossBack Outfitters and Muley Crazy Magazine, including several state and world record mule deer and elk.
Those who attend can also evaluate and purchase the latest outdoor equipment. Guns, gear, fishing tackle, ATVs, boats, trailers, outdoor apparel, hunting and fishing guides, outfitters - anything and everything to do with outdoor sports will cover the 46,000 square feet of exhibit space.
Local vendors who reserve exhibit space now will have the best choices for booth location on the show floor, Burchinal said.
“If your business provides anything for sportsmen, this is a great opportunity,” he said. “We're going to put exhibitors face-to-face with thousands of qualified, outdoor-sports-loving customers. It's your chance to meet them, get sales leads, and sell your products and services.”
Expo organizers have committed a large marketing budget, including television and radio spots, billboards, banners, posters and more to draw attendees from as far away as Las Vegas. They've also lined up some big names in the outdoor sports industry for show appearances and exhibits.
Among them: Doyle Moss of MossBack Productions, an outfitter and producer of trophy hunting videos; Ryan Hatch of Muley Crazy Magazine, the only publication devoted to mule deer hunting; and wildlife painter Randsom Owens, whose outdoor scenes typically capture deer and elk in their natural environment.
There will be something for every outdoor enthusiast, Burchinal promises, including youngsters. Thanks to the Utah Division of Wildlife Resources, young shooters can take aim on a BB gun target range and a youth archery range, or try to summit a climbing wall.
Bowhunters will want to try their luck at the video-based virtual archery hunt. The DWR will have a poaching prevention display, including animals seized from poachers.
A 70-foot trophy wall will display legally taken hunting trophies including an 80-inch bull moose, full body mount of the world famous Buck of Justice, and at least seven bulls averaging 410 inches that have been harvested in Utah the last two years.
More than 150 antler sheds scoring over 200 inches will be part of the display. The Rosenbruch Wildlife Museum, adjacent to the Dixie Center expo hall, will also show animals from its collection in storage that have never been put on display at the museum.
MossBack Productions will sponsor a deer and elk shed competition open to any person attending the expo. Anyone can bring in their biggest sheds to be judged and entered into a new record book. Prizes including firearms and other sporting equipment will be awarded to winners in several categories and in random drawings.
The expo is sponsored by Sneekee, Inc, a southern Utah company that makes clothing and accessories for hunters and outdoor enthusiasts. ExpressJet Rejects SkyWest Bid


Commuter airline ExpressJet has spurned a takeover bid from SkyWest Inc. and says it may negotiate with other carriers.

The $3.50-a-share cash offer "represents an opportunistic attempt by SkyWest to acquire the company at a price well below the true value that ExpressJet would bring to a combination," Houston-based ExpressJet said last week in a regulatory filing.

A purchase by SkyWest or another airline might help end losses since ExpressJet started flying under its own name a year ago. Surging fuel prices are adding to pressure for mergers, led by Delta Air Lines Inc.'s plan to buy Northwest Airlines Corp.
